October Board Action: Hammer on sounding block, selective focus on brass part

The Champaign Park District is a special district of the local government with its own financial and legal responsibilities. It is governed by five elected residents of Champaign who give their services to the community. The Champaign Park District Board of Commissioners meets twice a month to conduct the business affairs of the District. The Regular Board meetings are held on the 2nd Wednesday of the month at 7 p and Study Session meetings are held on the 4th Wednesday of the month at 5:30 p.

14 Board Actions From October 2021:

The Champaign Park District met on October 13 for the Regular Board Meeting & October 27 for the Special Board Meeting. Meeting minutes to be approved at November Regular Board Meeting on Wednesday, November 10, 2021.

  1. Approved Acceptance of the Treasurer’s Report for the Month of September 2021.
  2. Approved Minutes of Regular Board Meeting, September 8, 2021.
  3. Approved Minutes of the Special Board Meeting, September 22, 2021.
  4. Approved Board Policy Manual Updates
    1. Distribution of Employment Policies and Procedures Manual
    2. District Wide Strategic Plan Policy
    3. District Wide Comprehensive Plan Policy
    4. Employment of Certified/Professionally Trained Staff Policy
    5. Environmental Policy
  5. Approved the list of disbursements for the period beginning September 8, 2021 and ending October 13, 2021.
  6. Approved authorizing the Treasurer and Director of Finance to solicit bids for the issuance of $1,212,500 in General Obligation Bonds for the purpose of paying debt service on certain outstanding obligations and for financing, as applicable, the maintenance, improvements and protection of lands, buildings and parks, including land acquisition, and related design, facilities, improvements and costs, as provided in a resolution adopted by the Board at its Regular Meeting held September 8, 2021.
  7. Approved accepting the lowest responsible base bid from Republic Services, in the bid amount of $945.00 per month, and additional service rates for dumpsters in the bid amounts as follows: a 2-yard rolling dumpster at $10.00 per lift, 20-yard roll off dumpster at $295.00 per haul plus $85.00 per ton that is over 3 tons, and ½ yard tote at $6.00 per lift and also rejecting the alternate bid amount of $180.00 for recyclable materials and authorizing the Executive Director to enter into a contract for this service.
  8. Approved Professional Services Agreement with MSA for Spalding Tennis Courts Design for Renovation.
  9. Approved Professional Services Agreement with Architectural Expressions for the Design of a Pickleball Complex at Seaman Field.
  10.  Approved authorizing the Executive Director to add a full-time position for a Financial Controller and thereby increase the number of full-time staff from 80 to 81.
  11. Approved Material Handling Site Lease Agreement with the City of Champaign.
  12. Approved of Bid to Add Backstop Overhangs at Dodds Park 4-plex
  13. Approved of Bid for Robeson Park Playground Installation and ADA Compliant Sidewalk
  14. Approved the proposed Resolution setting the tax levy for fiscal year beginning May 1, 2022 and ending April 30, 2023 at $14,656,987, or an amount authorized by law, and schedule a public hearing on the Tax Levy Ordinance for Wednesday, November 10, 2021 at 7:00 p.m. as required by the Truth in Taxation Act.

Citizens will be offered an opportunity to speak to the Board during the public comment portion. To facilitate this and not have individuals speaking over one another, the Park District kindly requests that individuals wishing to address the Board via the conference line during public comment notify the Park District via email, as noted below, of their intent to address the Board. Alternatively, citizens may submit public comments by email prior to the Board meeting, to be announced by the Park Board President during the public comment portion of the meeting. Email submissions (notice of intent to speak or comment via email) should be submitted by Noon on Wednesday, November 10, 2021, and sent to joe.deluce@champaignparks.org.
